Many academic strategies in the Gulf Cooperation Council (GCC) region are targeted to enhance their research impacts at international level, yet often those strategies fell behind their ambitions for multiple issues. This study highlights these issues and provides resilient strategies given resource constraints, to assist decisions maker improve their research impacts globally. The study uses institutional characteristics based on key input measures for conducting research that are comparable to high performing institutions worldwide. A well—integrated model for predicting research’s impacts is presented and encompasses proactive strategies, commitment to data disclosure, national and international scientific exchanges, and effective digital platform. Nonetheless, the longer such model adoption remains, the more likely the research impacts put into the lower echelons of the global research map.
