Socio-economic processes are constantly developing and depend on the state of society, trends in financial globalization, which are accompanied by the scaling of global communication and economic-logistic networks. Martial law changed the mission, configuration and landscape of the participants in socio-economic processes in accordance with the values of Ukraine’s democratic choice. The launch of information panels within the framework of the Ukraine Facility program is an important communication in strengthening the institutional capacity of the public–private partnership and increasing the trust of the international community and the public in the process of implementing recovery programs. Information and design transformations reflect Ukraine’s desire for openness and efficiency in the management of public–private resources, which is a key factor in integration with the European Union. The mission of the post-war reconstruction of Ukraine requires a conceptual approach to the determination of step-by-step measures for the implementation of the plan for the reconstruction of destroyed enterprises, infrastructure and housing, depending on the maximum compliance with the available resources and the criteria of the executors of the project tasks for the formation of a dynamic, highly competitive recovery environment. The intensification of the war and the constructed forecast of the state debt for 2024–2025 in Ukraine actualize optimization approaches to strategic communications of debt policy and scenarios of short- and medium-term measures of state debt management. Focusing on the investment component and alternative instruments for financing budget expenditures requires regulatory and institutional support.
