Much policy analysis entails analyzing text. In this endeavor, one necessarily encounters the inescapable polysemy of meaning in the text. Thus, understanding policy is never simply an objective exercise but an interpretive one. The act of interpreting text can be extended to the interpretation of other artifacts: actions, clothing, buildings. An example of policymaking around mediums of instruction in public schools is used to describe what it means to interpret.
