Urbanization of cities entails an increase in municipal waste and an increase in the volume of landfills, which negatively affects the environmental ecology. Waste disposal should include the entire work cycle from extraction to removal from industrial circulation or the household sector. It is aimed at the widespread introduction of waste recycling practices. The experience of other countries shows a tendency to introduce new mechanisms into the management systems of the municipal solid waste (MSW) sector of municipalities, which have certain specifics and characteristics. Strategic management aims to effectively resolve issues of MSW collection, organizing MSW transportation, sorting and processing of waste, and its disposal using various methods and tools. Basic provisions have been developed that should be adhered to in the process of forming a strategic plan for a municipal formation for the development of the MSW sector. The authors proposed a comprehensive management system for the municipal MSW sector. The implementation of the developed management system at the municipal level will make it possible to attract investments for developing the MSW sector, introduce new waste processing plants, introduce selective waste collection, increase the volume of secondary resources extracted from waste, build advanced training grounds, reduce environmental pollution, and improve the quality of life of the population.
