The research aims to explore the prospects for sustainable development within the framework of Business 4.0, focusing on the role of social partnership in driving regions toward a new phase of digital economic growth (using the regional economy of Russia as an example). For this purpose, the author developed an economic-mathematical model, drawing on the advanced experience of the top 20 Russian regions with the highest quality of digital economic growth in 2023. This model revealed the relationship between the quality of digital economic growth and the development of Business 4.0, as well as the dependence of Business 4.0 sustainability on the manifestations of the institution of social partnership. The model’s theoretical significance lies in its ability to predict changes in the employment sustainability of Business 4.0 based on the development of the institution of social partnership in Russian regions. The primary conclusion is that sustainable development of Business 4.0 in Russia’s regions is achieved through such manifestations of social partnership as the reduction of the overall unemployment rate among the working-age population, the expansion of employment opportunities for female workers, increased employment possibilities in urban areas, reduced labor market tensions, and shortened job search times for the unemployed. The author developed a forecast for the sustainable development of Business 4.0 in Russian regions for the medium-term period until 2025–2027, revealing the prospects for the regions’ transition to a new quality of digital economic growth. The practical significance of the forecast lies in reducing uncertainty and enabling high-precision planning for the sustainable development of Business 4.0 in Russian regions. The author developed recommendations for advancing social partnership to achieve full sustainability of Business 4.0 in the regions of Russia. The managerial significance of the author’s recommendations is that they can improve Contemporary practices of government and corporate management of the regional labor market implemented in Russia.
