This chapter balances the other contributions in this volume by looking at how the international community has sought to address terrorism in the Sahel region with a focus on how international, regional and national forces have undertaken counterterrorism activities in Mali. With a multitude of actors involved there must be some confluence between regional and international attempts to end terrorism in Mali and the Sahel. Activities that involve both states and international organizations produce complex relationships between those actors that can result in differing methods of countering terrorism and ultimately differing rhetoric. Important to countering extremism and ensuring effective deradicalization is an understanding of the macro picture of security that precedes it: military responses, coordinated with various agencies with domestic and international legitimacy, that supposedly address the threat. Drawing on the concept of human security, this chapter provides an assessment of how the international community can improve responses to terrorism in Mali and the Sahel using a human security lens, keeping in mind the ultimate aim of deradicalization in a security context. International and regional actors must cooperate to empower communities, pursue deradicalization, avoid the alienation of stakeholders, and carefully consider how exactly they work together in shared areas of interest in pursuit of similar targets.
