Task Forces for Complex Policy Problems: Lessons from Estonia

The contemporary world is characterised by complex policy problems that cross sectoral and organisational borders and government levels and engage many different actors. To address such complex policy issues, the Estonian government established nine temporary task forces from 2012 to 2019. The aim was to create a new policy coordination instrument, encouraging public, private, and not-for-profit stakeholders to collaborate and agree on concrete plans for further activities. The task forces had a separate budget, a committed leader whose work was compensated, a fixed deadline for concluding the work, and a political mandate from the Government. Despite high expectations, the results were mixed, and the experience provided several lessons on using temporary task force format in policymaking. While the main advantages of the format related to the ability of the task forces to gather the best available knowledge through comprehensive membership, funding, and effective leadership, the weaknesses were related to assuring the implementation of the results and their ownership.
