Fundamental Legislation on Digital Accessibility Issues

Digital accessibility has gained special attention with the development of digitalization in the 21st century. The introduction of modern technologies in everyday life poses new challenges for people with disabilities (PWDs). This opens new perspectives for different studies and initiatives to solve them. Affected areas are employment, education etc. The ongoing processes of globalization and international organizations provide an opportunity for coordinated actions in shaping accessibility policies. The international community unites around significant internationally recognized documents. However, they do not have a direct effect on people – direct beneficiaries - until they become the internal norm. Legislation is the instrument that sets more specifics on policies, makes them the norm, and ensures their practical implementation. The paper examines basic provisions of international documents such as the Convention on the Rights of Persons with Disabilities, the Marrakesh Treaty, and two directives of the European Union (EU). The impact of the implementation of international documents in the legislation of Europe and of the United States is analyzed.
