Improving Public Safety in the City of Johannesburg Using Artificial Intelligence

In urban settings, using artificial intelligence (AI) has gained attention in recent years. While studies have explored the implementation of AI in various sectors to address societal challenges, increasing awareness is given to its potential to enhance public safety. The research indicates that AI could serve as a valuable resource to improve public safety, especially in areas facing substantial resource constraints, such as South African law enforcement agencies. The potential for AI to provide critical tools for crime prevention interventions and the transformation of societies is becoming a major state security innovation across Africa and globally. This chapter discusses this issue with regard to South Africa, where criminals reign supreme and threaten the safety of citizens. However, AI applications offer immense possibilities to policing and justice systems that can improve public security. These applications include video analytics for integrated facial recognition, detecting individuals in multiple locations via closed-circuit television or across various cameras. It argues that these AI tools can improve public safety if appropriately applied and effectively implemented in crime-prone cities like the City of Johannesburg. This chapter highlights how these AI tools provide the police with opportunities to prevent crime, improve investigations, control traffic, and conduct surveillance of public places and streets. Ethical concerns associated with using AI are also addressed, and the chapter recommends the implementation of clear institutional and legal frameworks that ensure appropriate checks and balances.
