Reimaging Peacebuilding on the African Continent: AI an Alternative to Strengthening Institutional Capacities and Conflict Mitigation

When programmed effectively, AI can reduce biases, human perspectives, and human-based rationality rooted in personal experiences. This makes AI an objective, systematic, and impartial alternative for decision-making, which is crucial for peacekeeping and security decisions. In this chapter, we show how AI can assist in mitigating and eradicating the surge of terrorism, rebel groups, and civil conflict in three African states, namely Mozambique, Mali, and the Democratic Republic of Congo. It is based on the premise that intelligence groups and hostile enemies have traditionally seen the physical landscape as a constantly changing factor within conflict. This suggests that it is time for actors to view technology as a constantly changing landscape and should be utilised to end violence and drive stability within Africa. For example, peace forces backed by the Southern African Development Community (SADC) and Wagner Group were often unable to reach extremist strongholds due to unfavourable terrains and the lack of road infrastructure. Artificial intelligence could be employed in this instance, as omniscient autonomous vehicles could be utilised in the Mozambican province of Cabo Delgado. In this scenario, artificial intelligence can be employed to navigate terrains which are usually unconducive to conventional vehicles. This ultimately allows peace forces to access hard-to-reach geographical areas where extremist groups claim strongholds and employ battlefield technologies as a means of restoring peace within the region. However, it is necessary to caution that effective policies should be implemented to prevent human agency and decision-making from being reduced to mere statistics to avoid human rights abuses.
