The system of preferential regimes in industrial parks allows investors to use all kinds of benefits and support mechanisms to open advanced production facilities in their territories. The most important condition for the accelerated implementation of import substitution is the presence of a ready-made industrial infrastructure managed by a professional management company. On the way to realizing the maximum potential of Industry 4.0 and digital manufacturing in Russia, the need for reindustrialization is determined. As a result, the role of industrial sites is increasing. The research aims to develop a mechanism for reorienting exports to international markets and creating industrial parks on the territory of friendly countries. When locating production abroad, Russian industrial parks move closer to sales markets. As a result, more investments are generated, cooperation chains are built, and components, raw materials, and components are supplied from local suppliers. The authors note the importance of fulfilling tasks related to increasing trade cargo flows with friendly countries. To implement these projects, a new mechanism is needed to support parks in forming foreign economic infrastructure facilities on the territory of friendly countries. The authors determine that it is necessary to develop support measures for Russian residents, a mechanism for ensuring geopolitical risks of financing for the implementation of Russian industrial sites abroad.
