Developing a theory of turbulence is a significant challenge. The purpose of this book is to present several important concepts, which we briefly outline in this Introduction. The most important physical idea is that of a cascade, and the most important hypothesis is that of universality. The theory of wave turbulence allows for a consistent analytic description of both.
