The ‘wounds and scars’ expressed by the mnemonic traces after the terrorist attack on the 22 July 2011 in the Government Quarter in central Oslo constitute a type of heritage that is fundamentally different from the historical build heritage in the Government Quarter. This chapter introduces the work carried out by the Norwegian Institute for Cultural Heritage Research (NIKU) to map mnemonic traces from the terrorist attack in the Government Quarter. What traces have been documented after the terrorist attack, and what importance should they have, dynamically over time, in the memorial landscape of 22 July and in the design and use of the new Government Quarter in Oslo? The aim has been to provide a methodological approach for including a memorial landscape in urban spaces from the intersection between mnemonic traces of terrorism, heritage preservation and urban planning.
