International governmental organizations (IGOs) significantly shape global governance and affect individual and state behavior. Their influence is evident in diverse contexts, such as the support for the CICIG in Guatemala in combating corruption, the public’s adherence to WHO guidelines during the COVID-19 pandemic in Mexico City, Finland’s NATO accession, and the protests against IMF-supported policies in Kenya. These instances highlight IGOs’ capability to influence national policies and international cooperation. Importantly, analyzing IGOs through the lens of organizational theory reveals the internal dynamics and complexities of these entities. By understanding IGOs as organizations, we can explore their decision-making processes, agency, and interaction with state and non-state actors, providing a richer analysis of their roles and impacts in the international system. This approach offers valuable insights into the organizational behaviors that underpin their operations and strategic actions.
