In recent years, the housing issue in Europe has once again become central in political debate and academic reflection. As is well known, 40% of energy consumption and 36% of greenhouse gas emissions are attributable to buildings. In this context, the public real estate stock is often characterized by representing a strong constructive and social deterioration and by being excessively energy intensive. It is also noted that the current pace of redevelopments affecting these properties is insufficient to achieve the community objectives of reducing energy consumption by 2030 and pursuing climate neutrality by 2050. The Residence system must be considered not as a mere collection of properties but as the result of a dense network of material and immaterial, social, and economic relationships upon which it depends. Public Residential Buildings constitute one of the main services of public interest and represent a set of housing policies specifically addressing social and environmental concerns. Here, the aspects that intersect Environment and Living Culture are designed according to social content, involving the entire community and society rather than just the portion of citizens who directly benefit from it. In the most advanced international experiences, a multidimensional approach is preferred, establishing the concepts of social mix within the context of reference and flexibility of spaces, as well as continuous monitoring of all the factors involved. The research aims to investigate and conduct design experiments with a systemic-interdisciplinary vision, outlining regenerative models capable of providing responses to the different levels of intervention in the multiscalar dimension of the project. The issue of social living is framed within a reorganization of the existing city’s residential systems, identifying new design strategies and operational methodologies that can characterize transformation interventions of the built environment. This aims to limit the use of material resources, minimize the impact of interventions on the natural and cultural environment, improve environmental quality, increase the capacity to respond to climate mitigation and adaptation, and promote a type of development in line with overall sustainability of redevelopment and regeneration operations. The development of the model had, as its field of application, experimental feedback from two very significant and “iconic” ERP neighborhoods of the city of Rome: Laurentino 38 and Tor Bella Monaca, known for their high degree of problematic nature. The two redevelopment projects aim to reduce energy needs, increase the circularity of resources, drastically reduce CO2 emissions, and simultaneously ensure an improvement in the microclimate, bring socioeconomic benefits, and optimize the layout of housing and services according to the renewed needs of users and society.
