This chapter recounts the experience of the scientific collaboration agreement of the research group from DiAP (Department of Architecture and Design) of Sapienza University of Rome with the Municipality of Rome (Roma Capitale), CSIMU (Department of Coordination, Infrastructure Development, and Urban Maintenance), for the performance of technical support in the phase of drawing up the DIPs (Technical Project Briefs) and of verification and validation of the PFTEs (Technical and Economic Feasibility Designs) within the Institutional Development Contract titled “CIS Roma Scuole Verdi | Efficientamento energetico e riqualificazione degli edifici scolastici siti nel territorio di Roma Capitale.” The programme involves 212 school buildings in the Municipality of Rome, for a total investment of approximately € 400 million financed with resources from the FSC (Fund for Development and Cohesion) 2021–2027, PON (Programma Operativo Nazionale) Metro (European Funds) 2021–2027, and through the activation of an EIB (European Investment Bank) loan. This programme assigns to the energy-environmental requalification of strategic buildings like schools a central role for territorial development and social cohesion, allocating enormous economic resources to their renewal through the integration of environmental aspects and technical-building demands, also by adopting the specific content of the regulations on CAMs (Minimal Environmental Criteria) and green issues in the matter of GHG (Greenhouse Gas) emissions and climate change, to the extent actually applicable. In the first phase of the programme, which involved 111 school buildings, adherence to the principles of GPP (Green Public Procurement) was an ambitious testing ground for the verification and validation of operative models capable of guiding the implementation of projects that are consistent and coherent not only from the technical and financial standpoint but also in terms of environmental sustainability, taking account of the safety and of the ecologically efficient management of the available resources through the establishment of KPIs (Key Performance Indicators) that can be measured and monitored. The targets established to guarantee the energy-environmental requalification of the selected school buildings related to the objective of the improvement of the overall energy performance of the building/plant system are: the enhancement of at least one energy rating in comparison with the starting one, and the reduction of CO2 emissions equal to the elimination of at least 20% of the value prior to the requalification, with a view to contributing towards processes of decarbonization of the built environment. In all the buildings, the defined objectives were very much met with increases in energy ratings and a lowering of CO2 emissions levels far exceeding the targets. These results contribute towards achieving energy savings, a reduction in GHG emissions, and a general improvement in the conditions of indoor environmental quality and comfort for the final users. Energy efficiency and decarbonization interventions on the school building stock present a major opportunity to upgrade public construction, which is often obsolete, with considerable economic and social repercussions. The sizable financial amount of the investment and the territorial scale of the operation promoted by the “CIS Roma Scuole Verdi” programme make it a good practice that can be replicated in other settings for use, thanks to the achievement of significant energy and environmental quality targets towards carbon neutrality. This will help intensify climate actions in the community interest, in a green transition heralding new opportunities for the programming and planning of interventions on strategic buildings like schools, with clear impacts on regeneration on an urban scale and on the public budgets of cities.
