Evaluating the Coupling of Management Decisions on Green Financing and Improving the Quality of Economic Development in Chinese Regions

The research aims to evaluate the coherence of management decisions on green finance and improving the quality of economic development in China’s regions. The theory of conjugation was used as a methodological basis for systemic multi-parameter indication and modeling of managerial impacts on the degree of consistency of two clusters of decisions to improve the quality and sustainability of the development of regional economies. The main tools of the research were the TOPSIS entropy-weighted analysis method and SPSSAU and ArcGIS software products. The research results demonstrate positive ten-year dynamics of indicators of green investment and the quality of economic development in Henan Province, as well as the annual increase in the level of synchronization of management decisions in both areas. Since 2018, both systems entered a state of resonance and the same oscillation frequency. According to municipal statistics, there was a fairly high degree of coordination between the two systems. However, it should be noted that there is a significant spatial differentiation, indicating the need to consider the spatial characteristics of cities in the management decision-making process. The developed models make it possible to measure the degree of consistency of managerial decisions in the field of green finance and the quality of economic development of the region and form a ready-made practical basis for its strengthening, which actualizes the practical value of this research.
