The paper explores the possibilities of creating radio barriers to detect small inflatable boats and estimate their speed of movement. The small rubber boats that are at the heart of human, arms and drug trafficking are hardly visible to surveillance radars. For the protection of maritime borders, it is possible to implement a network of radio barriers operating as bistatic radar systems, through which to ensure effective detection of small moving objects. When the bistatic angle between the receiver, the object and the transmitter is on the order of 180°, the radar system is called a forward scattering radar (FSR) and can be used to create a radio barrier. The paper presents an algorithm for target detection and parameter estimation of an object crossing the FSR baseline.
