The purpose of traffic planning is to promote the safe and timely movement of people and goods by creating plans and methods of road use. Without proper traffic controls or effective plans, current road infrastructure will not be able to support the needs of cities. An increase in population results in an increase in the number of vehicles on the road. This study investigates the characteristics and smoothness of traffic in Mathura City. To conduct the traffic survey, an Automatic Traffic Counter and Classifier (ATCC) are used at several locations in the selected study area. Traffic patterns can be studied better by using the data that we will obtain through traffic surveys. The research focuses mainly on the characteristics affecting the management of traffic flows to maintain rules and regulations in traffic systems. The results of this research will be used to develop an efficient road system that can handle unpredictable traffic congestion.
