Determining the most effective wearable health technology devices for hospitals is crucial for emergency decision-making. The multi-attribute group decision-making (MAGDM) method is a widely used and effective technique for selecting wearable health devices. However, due to the numerous factors that must be considered when choosing equipment in emergencies, decision-makers often find it difficult to develop a comprehensive assessment methodology. This study presents a TODIM-VIKOR methodology that incorporates quantum decision theory within the framework of Pythagorean linguistic information, taking into account various decision-maker perspectives and demonstrating applicability across different research domains. We begin by explaining the fundamental concepts of Pythagorean linguistic numbers (PLNs) and quantum decision theory, followed by an introduction to the TODIM and VIKOR methodologies. Next, we propose an enhanced TODIM-VIKOR model for addressing MAGDM issues involving PLNs. Finally, we apply the suggested technique to a numerical case involving the site selection of a medical logistics facility to validate its effectiveness.
