Conservation Management Plans are a multi-staged process that allows and promotes active preservation of buildings and places (Kerr 2013). Anchored in the Burra Charter (ICOMOS Australia 2013), they provide a cyclical framework in which the conservation of heritage is carried out by involving communities’ values to foster integrated management. It is often argued that the closest the relation of the various rights-holders in assessing significance and developing policies for achieving common agreements on how to maintain it, the more efficient conservation is achieved (Mason 2002). However, in the present-day context of high complexity, holistic approaches foster more resilient and adaptive conservation planning. They must be strongly related to monitoring as a strategy to assess impacts and increase resilience toward rapid changes (Court 2022).
