The General Data Protection Regulation (GDPR) presents significant challenges for organisations seeking to leverage blockchain technology while ensuring compliance with strict data privacy regulations, due to blockchain’s immutability and transparency. This paper proposes a reference model that addresses these challenges by facilitating the verification of off-chain data records in a flexible, robust, tamperproof and timeless manner, all while strictly adhering to GDPR regulations. The proposed model will provide guidance on achieving compliance with the requirements outlined in the GDPR, offering insights into key considerations such as data minimisation, transparency, and user consent. By offering a reference framework for balancing the innovative potential of blockchain technology with the imperative of data protection, this paper aims to inspire organisations to harness the benefits of blockchain while ensuring compliance with GDPR regulations.
