The growing interest in blockchain technology is capturing attention across various sectors, including public administration, due to its unique features such as decentralization, reliability, predictability, network distribution, profiling, and security. Despite these promising attributes, several challenges and limitations still need to be addressed. A primary obstacle is the technology’s adoption itself, underscoring the need for models that facilitate blockchain implementation in public administration. This study aims to introduce a new model to evaluate the intention to adopt blockchain technology in public administration. Grounded in the Technology-Organization-Environment (TOE) framework, the research involved a sample of 50 public officials from eight municipal mayors’ offices in Colombia. The proposed model identifies seven factors influencing blockchain adoption in public administration and their structural equations (SEM). Among these factors, five are particularly significant and were tested within the proposed model. Specifically, Perceived Network Enhancement (PNE) and Perceived Interoperability (PI) show stronger correlations with Perceived Lack of Technological Knowledge (PLTK) compared to the correlations between PLTK and Perceived Technological Volatility (PTV) and Perceived Standardization Uncertainty (PSU). This research contributes to the development of adoption intention models in behavioral intention (BI), serving as a preliminary step for blockchain implementation across various sectors.
