To set a theoretical foundation for the broader analysis within the book, this chapter lays out various material- and identity-based mechanisms by which the protection of civilians may impact peace, either positively or negatively. The mechanisms are organized within the UN’s “three tiers of protection,” including protection through dialogue and engagement, physical protection from violence, and the creation of a protective environment.
