Navigating the Digital Wave: A Case Study of Babes-Bolyai University’s Digital Transformation in the COVID-19 Era

This chapter aims to approach the internal digital transformation at Babes-Bolyai University (BBU), a Romanian higher-education institution located in Cluj-Napoca, Romania. Babes-Bolyai University is at the top of education and research in Romania, based on recent Shanghai Ranking, and is known for its wide range of academic programs and innovative research studies. Our primary objective is to conduct a deep analysis of Babes-Bolyai University’s digital transformation processes. In an era where digitalization has become crucial, especially in the context of the COVID-19 pandemic, educational institutions like Babes-Bolyai University are compelled to adapt quickly, in order to maintain their educational standards and operational efficiency. This study focuses on the strategic initiatives and operational shifts within BBU, with particular emphasis on how these changes have been shaped by the challenges and constraints of the public sector in Romania during and after the pandemic. To accomplish this, we analyzed public documents on Babes-Bolyai University’s digital strategy and the role of its IT&C Department (DTIC). The main sources of our analysis are Babes-Bolyai University’s strategy (2020–2024), the University’s Digital Development Strategy (2020–2027), the Rector’s annual report (2020–2023), and the DTIC Report from 2020 to 2023. These documents provide a comprehensive overview of the planned and implemented digital initiatives at Babes-Bolyai University, offering insights into the strategic decisions made by the university in response to the evolving educational landscape. We also interviewed a series of key decision-makers (the CIO, and the Vice-Rector for Finance, Digital Transformation and Student Affairs) at Babes-Bolyai University, to deepen our understanding of the digital transformation processes that took place at Babes-Bolyai University. DTIC, as a central player in this transformation, has been pivotal in navigating the complexities of digitalizing academic and administrative processes. Our analysis highlights DTIC’s efforts in organizing digital projects, managing digital infrastructure, and ensuring the seamless integration of technology in the university’s daily operations. This includes the rapid transition to online learning platforms, digital administrative tools, and the creation of virtual spaces for academic collaboration, all of which were accelerated by the demand for remote accessibility during the pandemic. Moreover, the chapter examines the broader implications of Babes-Bolyai University’s digital transformation within the Romanian public sector, exploring how the university’s approach can serve as a model for other public institutions facing similar challenges. By analyzing Babes-Bolyai University’s digital transformation, we aim to contribute to the discourse on digital transformation in higher education, offering valuable lessons and strategies that can be applied in similar contexts, globally.
