This chapter presents a case study detailing the development and application of digital assessment software within Slovenian public administration. The software provides a comprehensive measurement of the level of digitalization through a structured questionnaire rooted in a robust framework that integrates core organizational elements from the multifaceted Leavitt’s diamond model, addressing technology, processes, structure, people, and organizational culture alongside digital and good governance principles and environmental factors. The software operates through a two-tier interface. The initial interface assists in systematic data collection regarding an institution’s digitalization efforts, using a 5-point Likert scale for managers to evaluate performance in diverse organizational areas. The subsequent reporting interface delivers an analysis and synthesis of the results into actionable reports, utilizing a color-coded system to signify areas in need of improvement (red), potential for progress (yellow), and satisfactory conditions (green). Applied to 30 municipalities and 10 ministries, the software provided a snapshot of digitalization efforts at both levels of Slovenian public administration. The findings emphasize not only the significance of resource allocation and strategic planning but also the need to foster digital culture and competencies among employees to leverage digital transformation opportunities. Moreover, by providing comparative benchmarks, the tool empowers public managers to gain insights into their institution’s standing relative to others, promoting a culture of continuous learning and improvement through understanding both their own and others’ digitalization journeys. In conclusion, the software offers a novel approach for public entities to measure and enhance their digitalization progress, serving as a guidepost for future development. The resulting insights provide a foundation for continuous improvement and adaptation in the evolving landscape of public sector digitalization. The chapter contributes to the broader discourse on digital transformation by introducing software for assessment and a set of benchmarks for public institutions embarking on digitalization journeys.
