Natural resources, such as minerals, have significant potential to contribute to the socio-economic development of States and local communities where they are extracted, if properly regulated. Proper regulation refers to guaranteeing the effective participation of local communities in the distribution of mining benefits among the main mining stakeholders (governments and companies). Notably, the sharing of resource benefits with local communities stems from international human rights principles. In essence, involvement in the disposal of natural resources includes not only being part of decision-making but also sharing the benefits accruing from their use. Resources like minerals catalyse the socio-economic transformation of the economies of poor countries around the world and, in particular, Africa. According to the Southern African Development Community (SADC), mining activities brings hope to most poor rural communities in the region.
