This paper explores the application of change management in strategic organizational decision-making, by using the Electre decision analysis method. The research highlights the impact of innovation on various sectors, especially in production industries, as well as the increasing reliance on outsourcing as a way to optimize resources and improve efficiency. Using a real case study, the paper shows the practical application of the Electre method for deciding whether to outsource the spare parts department. The analysis evaluates personnel costs, production time, material costs and equipment investments as key organizational metrics, through the RACER framework, to ensure that the decisions are relevant, credible and easy to monitor. The findings show that outsourcing can improve operational efficiency, control costs and manage the risks. The paper provides insights into how multi-criteria decision analysis can help organizations to take informed, sustainable and strategic decisions.
