IS studies have thoroughly investigated the role of governance in information technology (IT) outsourcing, but little research has been conducted on a rather recent type of outsourcing—namely, microsourcing, i.e., the sourcing of smaller scale projects to rather small-sized independent contractor firms or individual freelancers. This paper investigates the technical conditions that surround the employment arrangement of such microsourcing practices. The paper proposes a synthesis of organizational conditions of IS microsourcing with the changing technical conditions for software development as an explanatory framework for the increased viability of microsourcing. The main tenant of the argument is that increased modularity of programming code promotes: clearer division of labour; easier communication; and enhanced perceived controllability. It is argued that some of the most costly aspects of negotiation among programmers are absorbed by the cognitive organization of the programming languages. The paper, furthermore, argues that this arrangement leads to individualization of rapid, incremental and iterative development life cycles with extensive code reuse, and a rich variety of customized IT solutions.
