Open data ecosystems are complex socio-technical systems. Various research studies analyze the components, actors, roles, and their relations in order to provide a better understanding of the ecosystem and the value it creates. Even though the previous studies identify the basic elements of the open data ecosystems, there is a research gap towards their connection with the infrastructural elements that support their inclusion and well-functioning in the ecosystem. The current study addresses this gap by applying a systematic literature review to identify the actors and their roles, as well as how these roles are connected to the open data infrastructural elements. As a result, a conceptual model of this analysis has been created.
