This chapter provides an overview of the developments involving CCS since the late 1990s. At that time captured CO2 was primarily used for industrial purposes such as the soft drink and horticultural industry. Since then the focus shifted to underground storage of CO2. The first two attempts failed due to severe public opposition to onshore storage and due to a change in government policy affecting the interest in CO2 capture from electricity generators. Currently, three CCS projects are being developed, which aim at underground storage offshore inside and outside the Netherlands. The chapter will discuss the relevant EU and Dutch legal framework governing CCS, the obstacles affecting cross-border transport of CO2 and the obstacles relating to negotiating access to the relevant offshore infrastructure. Finally, it briefly discusses the relationship and different treatment of CO2 pipelines relating to CCS and other purposes.
