This article explores the market elements relevant to the methods used by public authorities to detect and address non-competitive behavior among market participants. The authors outline the tools available to public authorities to foster and sustain robust competition within markets. Based on these tools, the article identifies key objects of market analysis pertinent to the public sector. Given that the public sector, as a component of an entity’s external environment, can shape market conditions through policy decisions—both fostering competition and potentially encouraging non-competitive behavior—the article examines the impact of legal regulations on competition, highlighting potential focal points for market analysis.
