The article examines the peculiarities of cooperation between the EU and the Eastern Partnership countries in developing e-services for citizens. The key challenges to developing digital services in the region are analyzed. By analyzing the data of global indices in digitalization, the levels of development of digital services in the Eastern Partnership countries are studied. The strengths and weaknesses of cooperation between the EU and the EaP countries in the development of digital technologies are highlighted using SWOT analysis. The main areas of collaboration and EU support for digitalizing the region’s states are highlighted. The PESTLE analysis helped to identify the specifics of the impact of various factors on the digitalization and implementation of e-services in the region. A classification of the EaP countries by the level of e-services implementation was developed. A comparative analysis of the implemented e-services in the studied countries and the EU support tools for introducing digital technologies was conducted. The key areas of cooperation between the EU and the EaP countries in the digital sphere are identified. Scenarios for strengthening cooperation between the EU and the region’s countries in the digital sphere are proposed. It is concluded that the EU plays a key role in the digitalization of the Eastern Partnership countries. Thanks to this, the region’s states have significantly progressed in implementing e-services for their citizens. By integrating into the EU’s Digital Single Market, the EaP states will be able to achieve significant success in implementing digital technologies for their citizens.
