Characteristics of Digital Infrastructure Development in the Arctic

The Arctic zone of Russia is a region characterised by high economic potential, importance for the development of the Russian economy and national security, but also by a number of problems, environmental fragility and underdevelopment of logistics, digital and other infrastructure. Russia has adopted the Strategy for the Development of the Arctic Zone, the State Programme “Socio-Economic Development of the Arctic Zone of the Russian Federation” and the Programme “Digital Platform Arctic 2035”, which aim to comprehensively address the existing problems of the region and unlock its potential. At the same time, measures for the development of digital infrastructure are a very important solution. This paper analyses the available cases of digital technology application in the Arctic zone and the key digital technologies used. On this basis, aspects of consideration of the digital transformation of the Arctic zone of the Russian Federation are highlighted and factors of sustainable development of the Arctic in relation to the possibilities of digital technologies are identified. Digital infrastructure can and should be used to transform the logistics infrastructure. The paper considers the main components and ways of integrating digital infrastructure using the example of the key Arctic transport hub of Murmansk. In the future, the integration of digital and transport infrastructure for other ports and other transport hubs in the Russian Arctic will be considered.
