This chapter will discuss three novel arguments on the intersection of geopolitics; emerging technologies; non-state actors; and challenges posed by this intersection to traditional governance models. This intersection has a profound impact on law, and its future. While the current scholarship talks about the geopolitical implications of cyber operations, it does not engage with emerging technologies or existing regulatory frameworks. The chapter will use a singularization perspective to analyze how advancement in technologies empower non-state cyber threats (Faga in J Law Politics:1–34) [1]. It will assess how these threats undermine state sovereignty and note the challenges it poses to existing regulatory frameworks. The first argument is on the geopolitical implications of cyber activities and how it undermines state sovereignty, a perspective that is under-explored. Building on this, the research will establish a connection between state securitization and technologies like Artificial Intelligence (AI) and Quantum Computing, demonstrating how these modern technologies empower non-state actors and even individuals to inflict damage, which were previously limited to state capabilities. Therefore, this challenges the conventional assumption of the state’s authority. Finally, the above two arguments culminate in the exploration of technological singularity, a long-term perspective indicating that existing frameworks of law and governance will become obsolete. This would further suggest that AI, cyber space, and quantum computing represent a new Kondratiev-wave (K-Wave) moment. If states are unable to adapt to this, the understanding and nature of statehood and sovereignty will be threatened. While technological singularity is possible, it is observed that powerful individuals/small groups are now supplanting states, but states are yet to ground specifically in AI/quantum advances. Thus, this multidisciplinary research will contribute original insight on the intersection of critical issues. This chapter will therefore integrate, discuss, and extrapolate cyber sovereignty of state, cyber risks and singularity with geopolitics. New technologies, and governance models which itself is a unique analytical framework, not addressed elsewhere. Through this extrapolation of the implications of AI and quantum computing for the state and the non-state actors in cyber space; and their impact on geopolitical sovereignty, the research offers a fresh perspective that advances the discourse on securitization.
