This chapter emphasises that digital transformation of public administration is fundamentally about people and the development of digital capabilities and competencies that align all activities, processes and culture to organisational objectives. The Fourth Industrial Revolution has underscored the critical need for reskilling human resources and building dynamic organisational capabilities to manage advanced technologies. However, research on the competencies required for digital transformation remains limited and fragmented. This chapter aims to address this gap by analysing the competencies needed to manage digital transformation in public administration. It provides a framework for developing the necessary skills for civil servants and administrators, crucial for leading the digital transformation of the public sector.
