Virtuous linkages and interdependences among organizations, companies, and individuals that share and exchange knowledge are also influenced by institutions that are called to create and sustain virtuous and regular patterns of social interactions within a territory. These functions could represent the “mission” of a local development agency that acts as an “Intelligent Agency” supporting the combination of localization forces and digitalization forces. The Italian National Research Council (CNR) is the largest public research institution in Italy, the only one under the Ministry of University and Research performing multidisciplinary activities. CNR intends to support the foundations of knowledge through continuous interactions and contaminations, in a process that involves the sharing of ideas and programs, but also of crucial research infrastructures at a national and international level to carry out high-level projects, and of training opportunities and discussions for envisioning new research horizons. This chapter presents the reorganization of the CNR, which presents important food for thought for stimulating and supporting two specific forms of intervention: (i) implementation of specific education and training programs based on new training frameworks; and (ii) activation of systematic consultation between internal actors and the network of stakeholders.
