This chapter provides an analysis of an essential facet of the external dimension of the EU Public Ethical System: Anti-corruption. Anti-corruption strategies in the EU’s enlargement and neighbourhood policies are the selected case studies. After an introduction on the lobbying—corruption nexus, referring to the main legal basis and institutional actors involved in the fight against corruption, the chapter scrutinises the variety of provisions referring to the rule of law and/or anti-corruption in the agreements concluded between the EU and its neighbours. It then concentrates on the financial cooperation instruments to analyse how the EU is promoting EU’s neighbours’ capacity to fight corruption. Policy proposals and treaty amendments are put forward by way of conclusion.
