This paper focuses on carrying out a risk analysis methodology for the hydrocarbon sector in the context of clean and renewable energies to evaluate the risk associated with biogas plants all over Mexico. This methodology allows us to identify the necessary protection measures to guarantee the safe and reliable operation of the biogas plants by using a solid and reliable tool that will enable us to evaluate and manage the generation and storage equipment in terms of design, using the SIL, PFD, and LOPA indicators by providing effectiveness of independent layers such as instrumented safety equipment and additional technical, operational and management safeguards that work together to reduce risks and ensure safe and reliable operation of the plants. It is essential to highlight that the layer of protection analysis is not a static process but is regularly reviewed and updated as changes are made to the process, equipment, or applicable regulations in the biogas plants and how the risk could change depending on the place the plants are located.
