Mandatory Recycled Content Quotas—A Paradigm Shift in Regulation

This Chapter provides an overview of applied and possible steering instruments to accelerate the transition to a circular economy and to significantly increase the production and use of recyclates. Particular attention is paid to the mandatory recycled content quota already applied in the SUPD for PET beverage bottles and in the draft PPWR for most plastic packaging applications. From the perspective of plastic packaging manufacturers, the risks of applying this quota in the event of a shortage of recyclate are critically examined and, at the same time, ways of minimizing these risks are identified. Finally the polymer-specific substitution quota is investigated as an alternative quantitative steering instrument to promote the production of recyclates. Addressees of such a quota would be the producers and importers of virgin and recycled plastics.
