Regulation in Europe

This chapter focuses on the regulatory provisions contained in various horizontal as well as product-specific regulations that have an impact on how plastics are manufactured, used, and disposed of. It starts with providing a historical outline of the strategic documents and regulations in Europe since this represents the background to describe how the current regulations affect plastics. Key political documents (such as Green Paper on Plastic Waste, EU Plastics Strategy, Circular Economy Action Plan) are explained that have paved the way for the adoption of the most impactful requirements and obligations that are shaping the EU market for plastics. The first section explains the regulations and proposals of the European legislator that are intended to promote the development of a circular economy in important plastics applications. The pioneering roles of the regulations on single-use plastic products and on packaging are highlighted. The second section is dedicated to selected horizontal regulations relevant for the players in a plastic circular economy. In the third section the links between EU and national activities are analysed on examples like taxes and product bans. The chapter concludes wih a summarised assesment of the EU regulations to promote a circular plastics economy, the outstanding experiences with recently adopted regulations and an outlook on possible future focal points of the EU’s plastics policy.
