Development of Professional Competencies of State Civil Employees in the Conditions of Digital Transformations

The digital and media competencies of civil servants in a digital society are of critical importance; without them, effective and safe work with digital resources and relevant information systems is impossible. The successes of digital transformations and the establishment of digital ties in Russia have led to the need to increase IT competencies, an interactive and creative approach of employees to working with visitors to organizations and offices. The purpose of the study is to conduct a systematic analysis and build a digital profile of public service leaders. Basic approaches are considered—worldview, educational and sociological. Leadership is considered in a systemic sense, according to systemic goals, as “leadership in the result”. We are interested in its evolutionary potential and assessment, not only the qualification and job requirements of the ministry and state organization. In addition to system analysis, model approach (situational modeling), and others were used. The main results of the work are: analysis of the basic competencies of employees (adaptability, learning, independence) and analysis of the literacy (professional and IT-oriented) and the ability of employees to self-study, their creativity and cognition, the potential of algorithmic thinking); formulating ways of advanced development, the relevance of job regulations by category and performance indicators. A four-level structure of employee competencies was used, including intellectual, personal, communication, and self-organizing levels. Constructed, as examples, a table of professional qualities of civil servants, including communicative competencies, as well as a table of mutual influence and development of the necessary levels of competencies (basic, advanced, special, and others) in the field of civil service. The problem of making systemic decisions in conditions of “noise” and uncertainties is considered. The conducted analytical study was applied to detailing the interactions and responsibilities of the department of the ministry, the network administrator, and the clerk.
