Evaluation of Land-Use Efficiency Using Multi-temporal Satellite Images: Case Study in Alexandria Governorate, Egypt

The rapid expansion of coastal urban areas has significantly escalated both ecological and disaster vulnerabilities necessitating the formulation of informed urban land-use policies. Understanding urban dynamics is crucial for sustainable land use planning in Egypt’s coastal regions, aligning with the United Nations Sustainable Development Goals, specifically indicator 11.3.1, which assesses land-use efficiency. This study focuses on Alexandria Governorate, as a case study of a coastal urban zone, utilizing Landsat ETM and OLI multi-temporal satellite imageries, land-cover maps, population statistical datasets, and geographic information system modules to compute and analyze land-use efficiencies. The analysis covers three processed images and corresponding statistics, spanning the years 2006, 2016, and 2022, using the ratio of land consumption rate to population growth rate (LCRPGR). Results demonstrate the effectiveness of the LCRPGR in monitoring urban changes, both temporally and spatially. In addition, it reveals that some areas of Alexandria Governorate are progressing toward more sustainable urbanization patterns, whereas other areas face challenges to balance population growth with urban expansion. The study highlights the effectiveness of these analyses as tools for planners and policymakers in evaluating urban land use planning policies and their impact on urban development, especially in such ecologically sensitive coastal regions.
