摘要

Disruptions of critical infrastructure can originate from various threats, such as natural hazards, terrorist attacks, insider threats, sabotage, etc. During the period of the energy crisis in Europe and the sabotage against the Nord Stream pipeline, the European Union introduced a contemporary framework for the common security of vital infrastructure across Europe, exemplified by Directive (EU) 2022/2557 dated December 2022. According to the mentioned Directive, one of the elements the national security policies shall contain is a description of the roles and responsibilities of the different authorities, critical entities and other parties involved in implementing the strategy. In preventing and suppressing attacks on critical infrastructure, the role of the police is crucial and unavoidable. One of the reasons for the above lies in the legality and legitimacy of police action in the application of coercive mechanisms given to the police by the state and the citizens. The article emphasizes the importance of certain police tasks in securing vital infrastructure. Their tasks, aimed at ensuring the safety and functioning of essential services, include patrol, surveillance, threat assessment, emergency response planning, coordination with stakeholders, investigation, and public awareness. Moreover, according to the findings of this paper, the role of police organizations in critical infrastructure protection is twofold. The police are the central pillar of the security system, initiators and bearers of strategies in the area of security, and the range of their activities is more than “police work.”
