Construction of Resilient Urban Intelligent Planning and Scheduling System Based on Digital Technology

Cities are the most complex social ecosystem. In the face of various global natural disasters such as earthquakes, typhoons, COVID-19 epidemic in recent years, people have higher requirements for the construction of resilient urban systems. The construction of resilient cities includes resilience in ecological environment, resilience in safety and disaster prevention, resilience in infrastructure, and resilience in social security. In the design of the resilient city intelligent planning and scheduling system module, a disaster simulation engine based on the resilient city intelligent planning and scheduling system was established in the simulation engine submodule using expert knowledge reasoning and machine learning prediction methods. Resilience measurement indicators were selected and alternative resilience indices were provided through simulation under existing urban information conditions. A comparative analysis was conducted on the emergency response time, resource utilization efficiency, and accident impact scope of unexpected events. In emergency response time, the resilient city intelligent planning and scheduling system took 20 min, but traditional scheduling methods required 40 min. The resource utilization efficiency of the resilient city intelligent planning and scheduling system was 90%, while the efficiency of traditional scheduling methods was 70%. This article provided a reference for the construction of resilient cities under digital technology.
