The research addressed the problem of intermittence in Quality Public Policies in higher education in a public university faculty in southeastern Mexico. It highlighted how this lack of continuity affects coherence in implementing educational programs, resulting in professionals with outdated skills and limiting employment opportunities according to their education. On a broader level, this issue weakens the country’s international competitiveness, impacting its ability to attract investment and promote sustainable economic growth. The study is justified by the importance of understanding the relationship between the Quality of higher education, human capital formation, and regional and national development. The general objective was to assess the impact of quality public policies on human capital formation at the undergraduate level, focusing on analyzing such policies’ implementation and the coherence between government guidelines and institutional educational practices. The return on investment in education for graduates and the impact of education on the professional trajectory of graduates in a Public Higher Education Institution faculty in southeastern Mexico.
