Disaster Risk Reduction Capacity Development in the Built Environment: A Comparative Study of Post-earthquake Recovery Process of Houses in Nepal

The present study attempts to explore and understand the impacts of 2015 Gorkha Earthquake Nepal through the lens of “Build Back Better” approach. The study has looked into the recovery of people’s housing in Barpark and Laprak in Gorkha and Sitapaila and Dahachowk in Kathmandu district. The study adopted a qualitative and a multi-cited case study approach. The data were collected through Focus Group Discussions (FGDs), Focus group discussion key informants’ interviews and field observation. Semi-structured questionnaires were developed for a detailed field survey, and that was also conducted through FGDsFocus group discussion. The study finds that despite the hardships the people had to face, tremendous indomitable spirit and communityCommunity solidarity made them resilient in many ways. The distance between affected villages and district headquarters, seismic complexities, ineffective political leadership, and difficult transportation and communicationCommunication system, poor public awareness and insufficient resources were found to be impacting the recovery process in the villages of Gorkha district. Contrarily, villages in Kathmandu district, particularly adjacent to Kathmandu city were found to be speedy in recovery process due to coordination for resource mobilization, efficient communicationCommunication and transportation system. Along with this, they also have high literacy rate, opportunities for alternative occupations, high alert about government’s aid scheme, and better risk consciousness. The study supports the approach that disastersDisaster should be taken as tools of opportunities to bring changes and to build back better to a society or communityCommunity for long-term sustainable development.
