摘要

The central bank is a constitutional component of a liberal democratic society, based on private property and freedom of contract. In such society, the state has entrusted the duty of maintaining price and financial stability to an entity separated from the executive branch of government. This separateness means that central bank is not subject to short-term political pressures, and operates on a longer goal, balancing monetary stability and output growth.
