This case study critically examines the impact of CleanPowerSF’s impact on reducing greenhouse gas emissions in San Francisco’s residential sector, with a special emphasis on the effectiveness of green retrofitting and electrification measures. Through a detailed analysis of the “San Francisco Communitywide Greenhouse Gas Inventory” and data from the DOE’s “2023 Better Buildings Progress Report,” the research evaluates the role of these initiatives in the city’s overall sustainability efforts. The findings demonstrate a disconnect between increased electricity consumption and greenhouse gas emissions, signaling the positive effects of CleanPowerSF’s integration of greener energy sources. The paper also addresses the socio-economic challenges related to retrofitting costs, highlighting the need for more effective incentives to encourage wider participation among homeowners, particularly for the retrofitting of older buildings.
