To solve difficulties of vehicles being unable to pass along routes that conform to the latest information related to regulations and traffic conditions in road traffic during a disaster, we propose a route planning system that incorporates disaster hazard levels and time necessary for the predicted drive time of each road. Thereby, each vehicle can pass along routes conforming to the latest regulations and traffic conditions. The proposed system effectiveness was investigated by evaluating the routes of multiple vehicles equipped with the system in a multi-agent simulation with the time variability of their movements and disaster information represented. The results demonstrated the full specifications of the proposed routing system as the best among the compared systems, and showed the system as highly effective, especially for long-distance and time-consuming journeys.
